CBRM: Harmful Policies...

On May 25, 2020 CBRM Council and Public Services and Procurement were made aware of the treacherous conditions of the new ATV Trail that can cause injuries to residents, and they did, to yours truly! Nothing was done about it, it was like they didn't care at all. I thought the trail was going to be an Active Transportation trail and provide value to our communities but I was fooled by CBRM Council (Pre-2020). I was excited to take my bike out for a spin on the trail but it turned out to be a scarring experience. I wiped out on ruts cut in the trail by ATVs. The picture below shows the injuries that I sustained and still have scars today. 

On June 10, 2020 a dirt bike ran into the back of my bicycle on the trail. This was also reported to CBRM Council.

The image below shows that as of January 12, 2021 the trails are not being maintained and are unsafe for Active Transportation users. There are ruts all along the trail but deep ruts at the barriers.

In my opinion, CBRM Council should be working for residents to make for a safer community and better lifestyles, an ATV Trail through the backyards and dense residential areas has done the opposite and should be stopped in it's tracks (pun intended). We have now seen many laws broken, property value lost, destruction of public property, angry residents and injuries resulting from CBRM Council's mistake. Statistics clearly state the emergency room visits will increase and deaths will occur because CBRM is promoting ATV use in dense residential areas.

Regardless of whether CBRM cares about the well-being of our communities and residents, I believe they do have a legal responsibility to not knowingly cause harm. So far they failed to keep the trail maintained in a safe manner. As shown below BLT Trails on the mainland have the same issues with ATVs destroying trails and need to spend taxpayer dollars to continually fix them.

And this from the Halifax Regional Municipality (good to see them doing the work, CBRM can ask Halifax for advice) shows that maintaining a trail with motorized vehicles can cost three to four times as much for taxpayers but it must be done to keep them safe for Active Transportation users.

In terms of trail maintenance costs alone,

the Halifax Regional Municipality reports at least a three to fourfold increase

when ATVs are given trail access." (Read Here)

So if you get injured (hopefully not) on the ATV Trail and feel CBRM is responsible, feel free to use the facts presented here to build your case whether it is just to take to council or the courts.

Neither CB nor CBRM need another motorized trail near a residential area. Every rural part of the island is x-crossed with trails now, usually maintained, with directional signs, and mapped. And with the weather conditions that we experience in CB, ATVs, motorbikes (and snowmobiles to a lesser extent) will tear pedestrian trails a part in no time. Btw, aren't those vehicles designed and advertised as 'off road' to begin with?

Couldn't agree more. Nobody is trying to deny use of these non-essential recreation vehicles (toys) but they need to understand that they are destroying lifestyles of residents and property value. There is absolutely no value in this proposition for existing residents, so why do it? This is the lack of transparency and accountability that runs rampant at CBRM City Hall and hopes were high that this would change in the 2020 election. This is a good test case, keep an eye on it.
