Notes from CBC Mainstreet Interview with Marlene Usher

Some notes of interest:

Audio Interview, CBC Mainstreet Cape Breton, Dec. 22nd, 2015

1 Marlene Usher is the CEO of the Port of Sydney Development Corporation

2 Bechtel is an active partner. They are talking directly with CCCC (Chinese firm). Will "partner" for feasibility study.

3 Bechtel is *not* under contract with the CBRM or Port of Sydney Development Corp (herein referred to as PSDC).

4 Bechtel is "contracted with" Harbour Port Development Partners (herein referred to as HPDP) to do some "consulting work".

5 Bechtel is being paid by "Sydney Port's Corporation". Note: This was replaced and its assets transferred to Usher's PSDC. 

6 Bechtel and HPDP are contributing some monies "in kind". This likely refers to their services (which have value) and not actual investment. Usher noted both Bechtel and HPDP as an "in kind" designation.

7 PSDC has paid Bechtel approximately $159,000.

8 PSDC has paid Industreams (also port experts) approximately $82,000.

9 PSDC is claimed as 100% sustainable on its own revenues.

10 Most work with Bechtel and Industreams completed (reports, requirements for terminal development, capital costs, terminal design, shipping cost estimates for key destinations, transshipment / rail model).

11 Above info was required in order to get meetings with CCCC, shipping operators, financial partners.

12 Usher calls the work done to date (Bechtel, Industreams) *pre-feasibility*. Next phase with CCCC *and* Bechtel is *feasibility*. Phase two is accurate estimates of capital costs, specific site design, and determination of viability.

13 CCCC and Bechtel are working together.

14 Chinese visitors (CCCC) in New Year will want to meet with local stakeholders (including unions, engineering firms, contractors).

15 Up to "this point" (Dec 22nd 2015), all of the data is the project of the Port of Sydney.

16 The cost of the next step is "in excess of a million", though she admits not knowing how much, is to be covered by Bechtel and CCCC "themselves". PSDC will *not* have to pay for that data.

17 Investment "has to come to the table, whatever that is".

18 Usher expects that CCCC would be "the contractor". She says she's "not sure of that" and it wouldn't be for her to decide "because it's private sector".

19 CCCC may want to be a part of the construction project or "sell that data perhaps".
