According to fisheries biologist Don MacLean, capelin typically show up on the beaches of Gabarus at night, starting around late June each year. When they roll in to spawn, they can be caught in nets or with your bare hands. Here's an example of a run of capelin hitting the beaches in Newfoundland.

There are various methods of preparation. Some eat them with the heads left on, dried and salted. Others pan fry them. Here's a video by a Newfoundlander demonstrating the basic pan fry method.
