Some homeowners who don't have a municipal water connection, but do connect to municipal sewage, were shocked to receive their first water bill ever. I'll explain how the changes came about... but, I'll also explain some of the issues with the charge and the far bigger problem that the CBRM is ignoring: a completely broken property tax system. That's what I'm intent on fixing.
