NSEF and CBIA Discuss Options For Cape Breton.

With the new “funding Arrangement” or “Service Agreement” being introduced to the CBRM that will most likely not be favorable for our struggling municipality, we had a discussion with Mark MacNeill from Cape Breton Island Autonomy Group about some options that we may need to investigate.

Mark is a wealth of knowledge on this topic and Russ Green had a great discussion with him yesterday.  We hope you will take some time to hear the options that the residents of the CBRM might be forced to investigate.  We will not accept being further under-funded and watch residential property taxation increased again.  We already pay more than double in residential property taxation in the CBRM than those in the HRM.  The reason this province receives equalization is to ensure we are not over-taxed and so we can live to a Canadian standard. We must hold our politicians accountable and ensure they are following the Constitution of Canada.

I applaud everyone's efforts for trying to get more Provincial and Federal money sent our way.However,more effort has to be made by citizens and media as watchdogs to insure the money we actually have in our hand is properly managed.Our elected 13{there are some good ones} as a team and Senior Administration spend and manage money like drunken sailors.They either make decisions without all the facts or like the library issue kick the can down the road again and again.We deserve better.

The provincial government instructed the council that it has room to further increase its taxes at least 16%. The government is planning to increase its “equalization” grant to $50 million with a further substantial increase in the $22 million clawback from this municipality for provincial expenses. However, the Houston government has no plan to be transparent with its citizens about the federal $2.803 billion in Equalization - no open and honest government as it is being as dishonest as previous governments. Why? When this year the feds provide $600+ million of the $2.803 billion for the province’s municipal deficiency in its tax capacity related to property taxes and has been applying only $30million to address this municipal fiscal weakness, Houston, we have a problem! More smoke and mirrors from the Houston government. The provincial equalization grant funded 40% of the municipalities normal expenditures in 2005 (the Union of N.S. Municipalities Report - A QUESTION OF BALANCE) and since it has not increased, that covers even less today.
