Municipality says documentation missing for charges going back 14 months

Cape Breton Regional Municipality has launched an external investigation over outstanding credit card charges going back more than a year, but few details are being released.

Council met for more than two hours in an emergency session behind closed doors Tuesday morning at the city hall in Sydney, N.S.

An online agenda only said the topic was confidential legal advice.

After the meeting, councillors declined to comment and Mayor Cecil Clarke left without talking to reporters.

Is this the tip of the iceburg? Like....local media didn't follow up with the mayor when she told them she would respond whether she was working a second job after the election.Well media the election is over..........we are still waiting!!!!! Also Councillor Gillespie talked recently of tightening up expense accounts including transparency.Hopefully that will be on the agenda for the next council meeting and new procedures should be put in place like council approval is required before the mayor,councillors or senior administration travel out of province.

OH BY THE WAY......My experience as an auditor tells me that the first signs of improprieties simply proves that ya gotta go deeper and look into other areas/transactions and that should be done by independant professional certified accountants.

According to one N,S. Municipality potential Credit Card holders include: "members of council, the chief administrative officer and directors of departments unless otherwise recommended by the CAO. A motion from council is required in order to issue a municipal credit card.”

The late Mary Campbell wrote tons of stuff on that mess in the CAPE BRETON SPECTATOR so much so that Clarke took her off the list of "invited" reporters for announcement occasions.Gotta keep our fingers crossed that our councillors do their job and realize they work for us and not the mayor and senior administrators.

Novaporte was mostly about the duplicity of Mayor Clark and the gullibility Councilors, who fell for a V obvious scam artist.... time and time again! For the Mayor, it was a 'Re-Election Campaign...twice! and for Council, the majority simply lacked critical thinking skills or business experience. Anybody with those and 10 minutes on Google would know that there are no containers coming to CBRM. AWESOME......Hope OUR councillors read this.They work for us.....not the mayor or senior administrators and should not have to be reminded of that.Their responsibility is to look after the best interests of CBRM citizens.We hired them and we can fire them.TO COUNCIL: WATCH OUT FOR THE HOCUS POCUS !!!!!!!!!!!!!!

Citizens should have some very serious concerns over the fact that several councillors stated at yesterday's council that they have issues with operating under the new CODE OF CONDUCT for elected officials mandated by the Provincial Government,in particular over the lack of Appeal rights.

Just look at the 2 headlines in today's Post about some of our councillors complaining about the provincially mandated CODE OF CONDUCT.Similar codes are in place all over the world for organizations including government at various levels funded by taxpayer money,salaries paid by taxpayers to people who are supposed to be acting in the interests of the public.One never hears a beef about that anywhere.Why you may ask...........cus its normal,acceptable and goes without saying.Yet in the midst of our folks openingly acknowledging that they have to mend fences with the province and an investigation into official's credit card use they are complaining about a Code of Conduct.Boy oh boy we are in deep doo doo with this crew.

Raymond, they are not "complaining" about the Code of Conduct, but the lack of an appeal process, and you have to remember the history behind it. A year or so back Fire Chief Michael Seth walked out of a Council Mtg during legitimate questioning by Gord MacDonald. As i said at the time, if you pull that stunt with your Bd of Directors, you are effectively resigning. However, instead of censuring Seth, Mayor McDougall threw MacDonald under the bus, and he had no recourse. In the second incident, some minion at City Hall decided to change the name of Canada Day to Night of Lights in some flawed attempt to recognize Indigineous participation. Four Councilors objected vehemently, (as they should!), and once again, Seth played the Race Card, and accused them of such. In this incident, and again without managing it properly, the Mayor did not support her Councilors, and it dragged on, with the 4 being 'guilty until proven innocent'. An appeal process had to actually be created, (at a cost of $30k for lawyers), who subsequentlly deemed the accusations as frivoious. So, to challenge the lack of Appeal process is actually justified and i see in the article that other Municipalities noted the same. Btw, Seth moved to Ontario and we are better off without him!!

The new Code of Conduct was not in place during the events you mentioned so they were handled incorrectly and by the seat of their pants.
