Should we let NSCC take over the Centre 200 parking lot?—E65

As the new NSCC campus in downtown Sydney prepares to open in 2024, parking has become a topic of interest again. Carla Arsenault, principal for the Sydney campus, presented to the CBRM Council proposing a leasing arrangement that would allow students to use the Centre 200 parking lot.

The new campus only created a limited number of spaces, by design, insufficient to serve the more than 600 parking permits the college currently distributes to more than 1,100 students. As students won't (or can't immediately) adapt to alternative modes of transportation, the campus is stuck looking for hundreds of additional spaces, at what might be considered a very late stage in the project.

I suggest some tweaks to how Centre 200's parking lot could be utilized, but also discuss how a "Park and Ride" arrangement—with waypoints such as the underutilized parking lot space at the Mayflower Mall—could serve not only NSCC students, but would be a good way to ease pressure on the terrible parking situation at the Cape Breton Regional Hospital (during peak periods of the day).

Someone ought to introduce council to PROACTIVE THINKING instead of BEHIND THE 8 BALL THINKING.

The CBRM should have expressed an interest in how the downtown would be impacted, for sure. I'm curious if traffic studies for the fire department rebuild included forecasts of increased pressure during peak hours, or just contemporaneous data. Ultimately, arranging parking is NSCC and the province's responsibility.
